Wilbur Mills, elected today for a 19th term as a representative from Arkansas' second district, gets a big hug form a woman at the Democratic headquarters in downtown Little Rock. Mills, who has had quite a time of it since the Tidal Basin incident in Washington last month came home, campaigned for twenty days and proceeded to defeat Republican candidate Mrs. Judy Petty.
