Representative Wilbur D. Mills, chairman of the House Ways and Means Committee, said Sunday he suspects that the U.S.-Soviet arms limitation accords may give the Soviet Union a nuclear advantage. The Arkansas Democrat also rejected the notion that he might accept a vice presidential nomination.
