1971 Press Photo Ways and Means Committee's Mills with Governors at Capitol

Chairman Wilbur D. Mills, D-AR, of the House Ways and Means Committee has a pre-hearing talk today with Governor Nelson A. Rockefeller of New York, left, and Governor Frank Licht of Rhode Island. They were part of a bipartisan group of governors who testified at a Washington hearing. They urged Mills to give up his revenue-sharing proposal that would directly aid cities while bypassing state governments.
