Lee Rankin, stand outside Federal Court in New York City Wednesday just prior to filing suit against the federal and New York State governments in a move to have federal welfare regulations declared unconstitutional.Lindsay holds a brief, in which the city argues that welfare programs are essentially nationwide in scope and administration and the cost of them should entirely be borne by the federal government.
