1961 Press Photo India's V.K. Krishna Menon speaks at UN General Assembly

Indian Defense Minister V.K. Krishna Menon gestures during speech to United Nations General Assembly's political committee in New York today in which he pressed for a new voluntary moratorium on nuclear testing. He told the committee that both the western powers and Russians must share responsibility for resumption of tests. Menon's head is shaved as a result of a recent operation for the removal of a blood clot in his head.
