Mayor John V. Lindsey stands behind Howard R. Leary, newly-named police commissioner of New York, at City Hall today as he answers newsmen's questions. Leary, 55, has been police commissioner of Philadelphia. He succeeds Vincent L. Broderick, 45, who opposed Lindsay's plan to create a civilian review board for allegations of police brutality. Leary says he's for one.
