Retired South Vietnamese General Duong Van Minh, center, shakes hands with Pham Din Ai, an opposition deputy, at a meeting in Minh's home in Saigon, Thursday, following announcements that he would be asked to form a government to negotiate an end to the war. At left is opposition Senator Vu Van Mau. But the talks reached an impasse when President Tran Van Huong offered to make Minh premier but refused Minh's demands for the presidency.
