Robert S. McNamara, appointed Secretary of Defense for the new administration, motions James H. Douglas, left, acting Secretary of Defense, to a chair at a Pentagon conference yesterday. McNamara asked for the conference--held in the office he will occupy when John Kennedy takes office as President next month--to discuss transition problems. Douglas is acting head of the Defense Department while Secretary Thomas Gates is attending NATO meetings in Paris.
