Knoxville's maverick Republican Representative Jack Comer kisses the state's $636 million appropriations bill goodbye before placing it in the waiting hands of Democratic House Speaker James McKinney Thursday afternoon. Comer took personal possession of the bill after it passed a week ago by exercising a privilege given House members under a 19th Century rule.
