The Reverend Theodore M. Hesburgh, chairman of the U.S. Civil Rights Commission, talks Wednesday with Representative Norman F. Lent, R-NY, before they both testified at a House Judiciary Committee hearing on school busing. Reverend Hesburgh followed Representative Lent to the witness chair, telling the committee enactment of a constitutional amendment against busing "would be a major step backward in the quest for equal rights for all Americans." Lent is the chief sponsor of the proposed legislation.
