British Prime Minister Harold Macmillan addresses Conservative Party rally in Liverpool, England, tonight as he countered French opposition to British membership in the European Common Market. Macmillan accused France's Charles de Gaulle of opposing Britain's entry for political reasons and then took the French leader to task for rejecting the concept of multilateral nuclear defense of Europe.
