Secretary of State congratulates his new Chief of Latin American Affairs, Thomas C. Mann, at a State Department ceremony today. Mann was sworn in as Assistant Secretary of State for Inter-American Affairs and U.S. Coordinator of the Alliance for Progress program. At center is Teodore Mosoose who also was sworn in as special adviser to Mann with the rank of Ambassador.
