Soviet Defense Minister Rodion Malinovsky addresses the 21st Congress of the Soviet Communist Party in the Kremlin in Moscow today. The Soviet Marshal told the West that its nuclear weapons are outdated. He said the Soviet Union has intercontinental ballistic missiles than can deliver hydrogen-bomb warheads with pinpoint accuracy.
