Edward A. McDermott, Director of the Office of Emergency Planning, was reported in Washington today to be planning to resign soon and return to law practice in Dubuque, Iowa. McDermott, whose salary is $25,000, is said to have told associates he "just can't afford to stay in Washington." This is a 1964 photo.
