Governor Juracy Magalhaes, above, was named today by ten Brazilian governors in communique which called him an outstanding administrator who could run the country with safety and success. If Magalhaes is approved for the post, he would become Brazilian premier. Constitutional amendment approved yesterday invested the premiership with most of the presidency's powers. It is expected Vice President Joao Goulart will assume the figure-heat post of President in ceremony in Brasilie tomorrow.
