Soviet Defense Minister Rodion Y. Malinovsky delivers speech in Moscow today in which he threatened the United States with nuclear destruction should the U.S. launch an attack on Cuba. Premier Nikita Khrushchev was among the 6,000 persons gathered at the Kremlin Palace of Congresses on the eve of the 45th anniversary of Russia's armed forces.
