Prime Minister Jack Lynch, left of Ireland, declines comment Monday night as British newsmen halt him outside the Irish Embassy in London. He was returning from a meeting with British Prime Minister Edward Heath and Northern Ireland's Prime Minister Brian Faulkner. No progress was reported in the day-long talks between the three. The talks were sponsored by Heath in an effort to head off the danger of civil war in Northern Ireland.
