Soviet Agricultural Minister Vladimir Matskevich holds a new Weatherby Mark IV .30 caliber hunting rifle he received during a party here 12-14 to note his 62nd birthday. Matskevich, who is on tour of American agricultural facilities, quipped, "Can I take it with me?" His hosts said he could. H.B. Wallace, one of his hosts, said ammunition for the weapon could be taken from the country by diplomatic pouch
