1964 Press Photo Senators Mike Mansfield and Proxmire check vote tally sheet

Senator Mike Mansfield of Montana, and Senator William Proxmire, D-WI,right, check a tally sheet today after the Senate defeated by a 63-30 vote a move to shut off debate in the battle over the Supreme Court's legislative reapportionment decision. The vote came on a debate-limiting cloture petition sponsored by Senator Everett Dirksen of Illinois, Republican floor leader. Mansfield, Senate Majority Leader, voted for the cloture--Proxmire voted wit the majority against it.
