1967 Press Photo Senators Case and Mike Mansfield at US-Soviet consular treaty

Senator Clifford Case, R-NJ, leans over to ask a question of pipe-smoking Senate Democratic leader Mike Mansfield of Montana during a hearing today on the U.S-Soviet consular treaty by the Senate Foreign Relations Committee. Mansfield said he would ask the Senate to act on the proposed treaty soon after the committee winds up its hearing.
