House Speaker John W. McCormack, D-MA, discusses issues facing the 88th Congress as he meets with newsmen today in his Capitol Hill office. It was the Speaker's first news conference of the year. He said he is optimistic about prospects of increasing membership of the House Rules Committee to give liberals a dominate vote. He also predicted passage this year of a tax bill if President Kennedy requests such action.
