Chairman Russell B. Long, D- LA, of the Senate Finance Committee Wednesday announces a liberalization of welfare payments for the aged, blind and disabled. The committee agreed to the plan by a 11 to 0 vote. The action would help remove four million welfare recipients from poverty.
