Louis M. Loeb, general counsel of the New York Times, today told the Senate Antitrust subcommittee that the AFL-CIO American Newspaper Guild has taken a "most discouraging" position in negotiations toward terms for possible establishment by the Times of a New York evening newspaper. Loeb made the statement as he testified before the senators on a bill which would provide antitrust concessions for financially distressed newspapers.
