Henry Cabot Lodge, new U.S. Ambassador to South Vietnam, is greeted in Tokyo today by Renzo Sawada, former Japanese Ambassador to United Nations. An announcement today that Saigon's International airport was closed to traffic due to "internal difficulties" raised some doubt that Lodge could continue as planned Friday to his new post. In Saigon today President Ngo Dinh Diem placed his country in a state of siege and ordered his army to crack down on Buddhists challenging his government.
