Howard Lee, first African American to be elected Mayor of predominantly white southern city, has a happy smile as he poses at his office today. The "Mayor" above his head is part of a sign saying "Congratulations Mayor!" which was erected by an office worker. Lee will take over duties as Mayor of Chapel Hill, North Carolina next week.
