Exiting a helicopter Wednesday at Andrews Air Force Base near Washington prior to his departure for South Vietnam is Secretary of Defense Melvin R. Laird. Following Laird is General Earle Wheeler, chairman of the Joint Chiefs of Staff, who accompanied the secretary. Laird said that he was making the trip to assess the current enemy offensive in South Vietnam.
