Richard Lippman, 25, Berkeley, California, hangs out of the balcony over a North Vietnam flag as he interrupts the speech of Vice President Nguyen Cao Ky at the Commonwealth Club luncheon here today. Lippmann was led away and questioned by police but was not held.
