Sol Linowitz, the United States Ambassador to the Organization of American States, talks with newsmen today at the State Department in Washington, evaluating the meeting of hemispheric foreign ministers which ended last night. He said it was "gratifying" that the foreign ministers achieved what he called the meetings prime objectives and termed Cuba's Fidel Castro "a festering sore..a hemispheric problem."
