Defense Secretary Melvin R. Laird tells a Commonwealth Club audience in San Francisco Thursday he wants to increase from 16 to 50 the number of U.S. soldiers assigned to deliver and protect $200 million worth of war equipment in Cambodia. He said in his opinion this action would not violate the Cooper-Church amendment.
