Virginia Knauer, head of the Office of Consumer Affairs, presents a report to President Nixon at the White House Thursday. In a special message to Congress Thursday Nixon proposed reorganization of the Federal Trade Commission. He also suggested revitalizing and expanding the Office of Consumer Affairs.
