Kansas City Police Chief Clarence Kelley takes his seat prior to delivering testimony Wednesday on Capitol Hill before the Senate Judiciary Committee. The committee is hearing his qualifications to become head of the FBI. Kelley told the Senators he could see advantages to establishing the FBI as an independent agency, but declined to commit himself to the proposal until he studies it further.
