Middle East peace talks will open Tuesday in New York between U.N. special envoy Gunnar V. Jarring and ambassadors from Israel, Egypt and Jordan, advancing tthe special stage of the U.S. cease-fire plan. Jarring announced Monday that the negotiations would get under way and expressed hope that the discussions "will be elevated to the foreign ministers' level."
