Governor-elect Winfield Dunn named Friday Russell Hippe (left), Nashville lawyer, as commissioner of finance and administration and Robin Beard as his personnel commissioner. The appointments are No. 9 and No. 10 in the Dunn cabinet and the Republican governor-to-be said he will complete selection next week.
