Mrs. Louise Day Hicks, newly elected congresswoman in Massachusetts' 9th District announces Sunday in Boston her resignation as a member of the Boston City Council. The Democrat from Boston said she made the "Strenuous and momentous decision" to quit the council "in order to devote my total attention to our urban priorities on a federal level." Mrs. Hicks won the seat vacated by retired House Speaker John W. McCormack.
