A child and a woman sit in a street in a town in central Bihar State, hardest hit by the third successive year of drought in eastern India. They are destitute and all they can hope for is a dole of four ounces of wheat or corn flour each from the government per day. The government admits four ounces are not enough for any human being and is trying to raise the amount to eight ounces.
