Floridan's House Speaker Mallory Horne, left, and immediate past speaker, Representative William Chappell, of Ocala, discuss their nationwide effort to keep the Federal government out of state matters. They report plans have jelled in 11 states for proposals aimed at amending the U.S. Constitution to preserve state powers. Here they talk over the Federal court order for the Florida legislature to reapportion, which helped spark the drive. Governor Bryant twice has called a special session to solve the knotty problem and both times the legislature failed to come up with a solution.
