Phillipp Heller, who fled from Czechoslovakia for political reasons, embraces his daughter, Vera, 16, for the first time in 12 years on her arrival in San Francisco today. Heller, now a salesman at Sacramento, California, made a special trip to New York recently and sought an interview with Czech President Antonin Novotny during the United Nations meeting. He said the President scolded him for "defecting" but promised "you shall have your child." He kept his word and Vera flew in today. At left is her stepmother, Norma.
