President Johnson talks with William Gorham, deputy assistant Secretary of Defense from Manpower in the White House shortly before the President left for his Texas ranch today. After his arrival in Texas, it was announced that Johnson was giving a recess appointment to Gorham as assistant Secretary for program coordination in the Department of Health, Education of Welfare.
