The Soviet Union has told the United States it wants to join in presenting the spread of nuclear weapons. U.S. disarmament chief William C. Foster gave out this word at the White House Friday--then arranged to return at once to the 17-nation Geneva Disarmament Conference to wrap up final details with his Soviet counterpart, Alexei Roschin.
