James A. Hammond, Administrator of the Tampa Community Relations Commission, gestures at a news conference this morning in Tampa as he issues a plea to all African Americans not to cause trouble. His plea came in the wake of State Attorney Paul Antinori's prior announcement that policeman J.R. Calvert was not at fault for shooting Martin Chambers Sunday night. The death touched off recent rioting.
