1970 Press Photo Representative Edward Herbert, Chairman of House Armed Services

Rep. F. Edward Hebert, who is in line to succeed L. Mendel Rivers as Chairman of the House Armed Services Committee, says he shares virtually all the military goals of his predecessor. Rivers died Monday in Birmingham, AL, following heart surgery. Hebert, a 69-year-old Louisiana Democrat, says the draft will not be ended for the volunteer Army President Nixon wants.
