Bertrand M. Harding, acting director of the Office of Economic Opportunity, told investigating senators today that the OEO experiments to salvage African American youth gangs are worth the money spent, even in the face of failure. Harding said OEO projects in Chicago and Wilmington, DE, were responsible efforts in a creative attempt "to salvage the hard-core alienated youths in our city slums."
