A sample of democracy in action is Dr. Ralph H. Hines, director of the U.S. Information Service library in Communist-encircled West Berlin. Dr. Hines, showing American books to German young people, says he doesn't have to talk about race relations--the fact that he is black is an example of U.S. government policy at work.
