Secretary of Labor James B. Hodgson goes over his papers Wednesday at the witness table as he prepares to testify at a Senate Labor subcommittee hearing in Washington. The Secretary, talking of proposed legislation to end the West Coast dock strike, said the bill must be enacted at once to end what he termed a "cruelly damaging" dispute. He was the opening witness at the panel's hearings.
