Congo Deputy Premier Antoine Gizenga, left, is embraced by W.M.Q. Halm, Ghana Ambassador to the United States on his arrival at Andrews Air Force Base, MD, near Washington in a Russian transport plane tonight. Gizenga and other members of the Congo government, en route to an emergency session of the United Nations Security Council in New York City, had their Soviet plane diverted to the Washington area because of bad weather. It had originally been scheduled to land at New York's Idlewild Airport.
