This study of Senator William Fulbright, chairman of the Senate Foreign Relations Committee, was made today at a new conference. The Arkansas Democrat told reporters that the war in Vietnam created the atmosphere for crisis in the Middle East. He said Secretary of State Dean Rusk, who testified before the committee, disagreed. "He (Rusk) doesn't see any connection," Fulbright said.
