Thomas W. Gleason, President of International Longshoremen Association said today the longshoremen would "tie up every single ship on the grain." Gleason said he instructed workers at New Orleans and Houston not to load the grain destined for Russia. He accused the government of going back on their word that at least half of the wheat would be shipped in American flag ships.
