Senator Fred R. Harris,D-OK, holds a copy of the report of the National Advisory Commission on Civil Disorders as he and two other members of the commission discuss the study on the television-radio program "Issues and Answers," aired from Washington by the American Broadcasting Company. With him are the commission's chairman, Governor Otto Kerner of Illinois and Roy Wilkins, executive director of the National Association for the Advancement of Colored People.
