Major General Robert J. Fleming, right, Governor of the Panama Canal Zone, tells Associated Press writer Robert Berrellez in Panama today that the United States would not negotiate its treaties with Panama under pressure. Fleming said he could not see how the problems could be solved until Panama restores diplomatic relations with the United States.
