Architect Edward D. Stone, left, and Secretary of Welfare Arthur Flemming pose Friday with a drawing of a proposed National Cultural Center for Washington. The site borders the Potomac River north of a planned Constitution Avenue bridge. Included in plans for the center are an open house, a concert hall, a theater and two smaller auditoriums surrounding a grand salon. Construction costs are estimated at $61,000,000.
